The article by Maria Pitukhina presents analyses on political environment in the EU-Russia contemporary relationship. On the basis of interdisciplinary approach, an author plays off geopolitics, political realism, constructivism, a little bit of empire theory and Russian philosophical approach, Kapitsa’s time speeding approach, historic approach, theory of speech acts. As a whole, systemic approach is widely applied. The EU-Russia common goals...

Imposing an electoral system. The case of Kosovo (by Lino Sciarra)

After the election of the first provincial Assembly in Kosovo, a deadlock of three months affected the new elected institution, which was able to elect the President and the Government only at the beginning of March, after a difficult power sharing agreement was reached betweenthe three main Albanian parties. Whereas most of the analyses – such as the ones published by Radio Free Europe, International Crisis Group, UNMIK newsletter Focus Kosovo – blame the unrealistic expectations of Albanian leaders in general and of Rugova in particular, in my opinion....

Political development of Bosnia and Herzegovina after 1995: the establishment and functioning of "controlled" democracy (by Victor Bojkov)

The subject matter of this paper is the political system of Bosnia and Herzegovina - an ex-Yugoslav republic that was torn among its pro- and anti-independence citizens in the early 1990s, went through a devastating armed conflict that further distanced its mixed population and emerged in 1995 as a reconstructed federal polity with numerous political, social and economic difficulties to be overcome. The present work makes the case that the current political system of Bosnia and Herzegovina is ‘controlled democracy’ and assesses how it has been functioning so far and whether this has been conducive to consolidating the democratic enterprise throughout the polity. It is structured in three parts starting with a general theoretical discussion on democracy and two interrelated debates on its essence. The argument the paper advances is that....

Old jews, new jews: why have anti-semitism and anti-gypsym survived Auschwitz? (by Henry R. Huttenbach)

The question as phrased is a direct challenge to all of European heritage precisely because it contains its own answer, an answer no one desires to express or hear, for it embodies a confession of a fundamental flaw in the fraying tapestry that is Europe today after Bosnia. To give voice to the answer, however circuitously, would be to confront head on the centrifugal danger that, if not neutralised, could unravel the process of European unification and integration. The question as put is a classic example....

From Visegrad to CEFTA. Potential and limits of the new integration processes in Central Eastern Europe (by Michela Campani)

The following documents are a witness of the made by the leaders of Poland, Hungary and C. after the 1989 revolutions in Central Eastern Europe in order to achieve a wide and stable cooperation between their governments. The reasons wich pushed the leaders of those countries to begin this project must be found mainly in their perception of deep uncertainty wich stood above the European political scenery between the end of 1990 and the beginning of the year 1991. On one hand....

Neopatriarchy and Political Violence. Understanding Ethnic Conflict in the Balkans and Transcaucasia (by Ivan Ivekovic)

The developmental disequilibrium in the Transcaucasus and ex-Yugoslavia was described as the consequence of an uneven and contradictory process of transition from traditional agrarian to industrial economy1. This process was characteristic of the communist type of modernisation 'from above' and of the related 'Pittsburgh' type of industrialisation, during which rural populations were brutally uprooted and called on to play social roles for which they were not prepared and to which they had difficulties adapting. In our parts the 'Pittsburgh' technological peak was reached in few industrial sectors only....

The UN International Criminal Tribunal for the Former Yugoslavia and International Justice: the judges and their role

The Yugoslav Tribunal came into existence when the UN Security Council adopted the Tribunal's Statute on 25 May 1993. The election of the first judges took place in September of the same year, and the first judges were sworn in on 16 November for a term of four years. They elected a President and a Vice-President, the President then assigned the judges to the different Chambers, and they started work. This was an entirely new entity...

Human rights protection and cantonisation in Bosnia and Herzegovina

Wide-ranging support for human rights protection including protection of human rights that fall under the realm of freedom of religion in Bosnia and Herzegovina (BiH) is provided by the General Framework Agreement for Peace in Bosnia and Herzegovina) Despite of its outstanding "ceremonial achievements" in the field of human rights protection of individuals, the entire political structure of BiH is based on the principle of exclusive ethnic representation of the three "constituent peoples" which, de facto, constitutes efficient disadvantage to functioning of State and Entity institutions, whenever minority of (self) selected feels like obstructing decision-making processes. It is more than clear that....

The Newer Member: Bulgaria in the European Union (by Victor Bojkov)

Unlike the one of 2004, the most recent EU enlargement is not expected to cause a significant stir, either in terms of overburdening the decision-making process or in terms of large immigration numbers flooding Western European job markets. It, however, poses several challenges of a different kind....

What Model of Governance does the European Union Promote in South East Europe? (by Christopher Bedding)

This article aims to describe the specific model of governance that the European Union is promoting through its CARDS programme in the Balkans. The CARDS programme is closely tied both to the Stabilisation and Association process and to accession to the European Union. An important consequence of this, is that the EU's programmes have an greater a priori influence. The precise nature of the model of governance being promoted by the EU, however, is....

Macedonia's EU Accession - Negotiation or Stagnation? (by Ivan Damjanovski)

Several days after the last visit of EU Enlargement Commissioner Olli Rehn to Macedonia, the Macedonian media did not hesitate to declare the visit as «the black Thursday of the Macedonian political elite» due to the heavy criticism of the political climate in the country. Just one year ago, Macedonia was still celebrating the granting of the candidate status with optimistic prognosis of a date for starting accession negotiations by the end of 2006. In the mean time....

Established in 1999 through the UN Security Council Resolution 1244, the elephantine mission of international ad interim administration of Kosovo is drawing to an end. On the eve of the status question solution for the land of blackbirds and monasteries, a critical analysis of the UN administration actions appears appropriate. According to its mandate, UNMIK....

Molodaya Gvardiya: The Young Guard of Russia's elite (by Giorgio Comai)

In this paper, I will try to describe the main characteristics of a new player on the Russian political chessboard, the youth movement Molodaya Gvardiya ("Young Guard"). Political youth organisations have gained more attention in Russia after a youth movement, Pora ("It's time"), played an important role during the Ukrainian "orange revolution". A number of pro-presidential and opposition youth organisations appeared in early 2005, with Nashi ("Ours") and Oborona ("Defence") being respectively the most famous results. But already in late 2005, it was clear that....

Russia in Contemporary Global Politics (by Valeri Mikhailenko)

Robert Kagan, an American political guru, in his recent bestseller compared the USA and Europe with Mars and Venus respectively. In Kagan's view, as far as protection of the Western world is concerned, US policy since the end of the Second World War has been based on military superiority. At the same time....

Problems of Governability in the Czech Republic (by Hubert Smekal & Martin Hrabálek)

The paper seeks to show that problems of governability in the Czech Republic are deeply entrenched in the political system and the government coalition has always disposed only with very narrow majorities or even with minority of seats in the Chamber of Deputies. The paper further informs about the lengthy process of government formation after the 2006 elections. The paper looks back to the history of the Czech Republic in order to....
