European Integration and Russian Foreign Policy

The course outline

The course is offered in the English language. There will be 39 contact hours in the classroom. In addition, in the afternoons there will be meetings with Estonian politicians and foreign diplomats residing in Estonia and field-trips to official establishments and museums.
The program is divided into three one-week sessions:

 

Between the sessions there will be field-trips to Narva (the most eastern town of the European Union, bordering Russia) and to Saaremaa (Estonian's largest island and a popular tourist destination).

The sessions' topics

International position of the Baltic states. The main emphasis of the course is on the current issues in the Estonian, Latvian and Lithuanian foreign policy. The course will analyze issues such as EU and NATO enlargement, international cooperation in the Baltic Sea region, trilateral Baltic cooperation, and Baltic-Russian relations.
Russian foreign policy. The objective of this course is to provide students with the necessary background in order to understand and critically assess Russia's role and foreign policy behavior in the international system of the 21st century.

European integration and the challenge of enlargement. The course examines the enlargement process from the perspective of both the old and the new member states, discussing the accession negotiations, the reform process in the applicant countries and the EU's own preparations for enlargement.
